Sheff Wed Faces Major Issues, Declares Independent Regulator

'Our role is integral to football's future' - newly appointed regulator the regulator's chair

The team's ongoing struggles represent a a "significant problem" and the football regulator is looking to gain the ability to look into club affairs in such situations, its new chair the regulator has declared.

Through a comprehensive talk, Kogan, who was named to the position this week, showed understanding towards supporters of the Owls.

The chairman convened with four fan organizations connected to the South Yorkshire club recently.

The team have been struggling on and off the field in this season, with the club missing wage payments on multiple instances, including in the autumn.

"Clearly Sheffield Wednesday has been a major concern for the league and a major challenge for the sport," Kogan told.

"Wednesday stands as one of the iconic names for the English game and in recent days we have met supporters' organizations.

"We are seeking authority... which will allow us to have Sheffield Wednesday - and other clubs brought to our attention if they need to be investigated and addressed."

Economic Challenges and Ownership Situation

The club's controversial proprietor the current owner suggested earlier this year he would be open to selling the club at their home ground, but he has not been able to secure a deal with prospective buyers.

Delayed salary payments on time in spring months led to sanctions by the league officials in June, preventing the club from carrying out any transfers or loans for the following recruitment periods, although that restriction was lifted in late summer.

Official's Viewpoint

Kogan said: "The position was created for the fans of Sheffield Wednesday, other clubs in similar situations where fans are dedicated to a community organization that has represented their community in many cases.

"I have absolute sympathy for Sheffield Wednesday, as I do for all the clubs that since 1992 have gone to the wall, or been close to going to the wall, for reasons that have nothing to do with the fans themselves."

When asked if the oversight body could require an chairman to relinquish a club if they are judged inappropriate, Kogan said: "Should the inquiry concern 'would we intervene in the final instance?', the response would be once we collect the information and know what's going on, we will."

But the regulator clarified that forcing owners to sell clubs would be considered the final option and the regulator would prefer to work with them.

"The final option we would consider is begin intervening in an specific team, an individual owner, without being able to work with that owner to try and resolve the challenges confronting the team and the chairman's encountering," the regulator explained.

"However, realistically, when you review the record of the sport, over the last 20 or 30 years there have been some owners, a small minority, but particular people who have shown negligence in the manner they have operated their organizations and finally refuse to accept accountability for the coming years."

'Mistakes could erase significant advances'

The chairman convened with representatives from 110 clubs to lay out the remit of the oversight body this week and stated it constituted a "progressive gathering" with a "substantial involvement" from the lower divisions to the top flight.

"The role holds considerable importance, because if we get it wrong, if the football community fails, the extraordinary progress that's been made might evaporate swiftly," the chairman stated.

"And that's what nobody wants in the context of the English game is a huge success story - we must maintain momentum.

"Substantial financial resources entering the sport and has been invested for the past two decades, because there's no guarantee it will keep flowing into the sport, which is part of the rationale behind I think we have to take a really clear view on challenges and obviously, of the immediate future."

Top Flight Apprehensions

Top flight officials resisted the establishment of an oversight body because of fears of a negative impact on the elite division's competitive balance, but the chairman responded: "I'm absolutely committed to the prosperity and expansion as an economic entity of the top division.

"I of all people understand the worry about compromising the top flight as an elite competition of England. But simultaneously, if you talk to the Premier League after this week's discussion, they would have had a significant degree of comfort -and, in fact, they have been telling us in private they have a considerable comfort."

Partisan Associations

The regulator remains subject to a "comprehensive investigation" by the Commissioner for Public Appointments after he acknowledged providing funds to the Labour Party in the past.

The chairman donated money to government minister Lisa Nandy's leadership campaign, along with that of the government leader.

"I've been completely open about my previous political affiliation [with Labour], and that ideological connection terminated the day the select committee approved my appointment," Kogan said.

"I currently have no participation in any form of political activity."
