The Demise of the 28-Article Ceasefire Plan for Ukraine: How Diplomatic Efforts Continue to Stumble

Europe breathed a deep collective sigh of relief on Monday, as the tension sparked by the announcement of a new comprehensive peace framework for ending the war appeared – momentarily – to have been stabilised. A Washington representative spoke of "notable headway" after diplomatic discussions in Geneva. On Monday night, the Kremlin made its countermove: another massive barrage of missile and drone strikes on Kyiv.

The Rhythm of Negotiation and Warfare

The succession of contrasting events captured the grim essence of the recent timeframe. By day, political struggles are waged: positive announcements are released from various governments. Immense energy is devoted on containing specific proposals. By night, Russian leadership clearly shows the world that, for them, conflict continues to be the main instrument for achieving "settlement".

Nocturnal Warfare

As Russia's attack progressed into the early hours of Tuesday, the present situation of Ukraine's exposure was laid bare. Ukraine is able to track rocket firings from across the border, a capacity provided through up-to-date information. From witness perspectives, defense planes that had been scrambled to intercept incoming aerial threats flew past – advanced fighter aircraft delivered to Ukraine by Western partners.

Shortly after, Kyiv's air-defence systems engaged: multiple launches fired to intercept a Russian ballistic missile. This was a sophisticated defense system at work, most likely provided by partner states. Every firing shakes the surroundings, causing tremors. The brief panic quickly becomes grim resignation: perhaps the approaching threat won't strike its target this time, preventing destruction from devastation and another blackout.

Persistent Threats

Following this, a automatic firearm engaged a unmanned aircraft close by, part of a defensive team – most likely Western-made equipment. Regrettably, the bullets missed the opposing UAV – it continued its flight toward its target.

With pauses, this carried on until dawn. Kyiv greeted the daybreak reports: several casualties, damage and infrastructure problems in many homes as a result of the evening attack. As always, everyone still continued their routines – living the war. But those entire period demonstrated Ukraine's critical military reliance on international aid – a reliance that regional partners are demonstrably unable to replace in the immediate future.

Failed Diplomacy

The 28-point plan from American leadership provoked deep reactions, discussion and serious worry – and briefly redirected concern from Ukraine's most significant graft case in years. Yet, we have witnessed similar scenarios, after previous diplomatic encounters and multilateral gatherings.

Every new initiative from American administration adheres to the same pattern: a diplomatic cavalry charge against Ukraine, which Kyiv, with other European capitals, succeeds in resisting. They stabilise the situation but never actually secure success. This trend will, no doubt, continue.

Political Considerations

It is convenient to criticize certain parties of persistently promoting Moscow's conditions. But that does not seem to be the whole story. Washington functions according to a principle understood by international relations experts: you cannot achieve through diplomacy what you have been unable to protect through force. The White House believes that it is unfeasible to compel Moscow to abandon the areas that it presently holds in Ukraine's south or east.

The problem is that while recognising this factual reality, US leadership does nothing to deter Moscow, through diplomacy or military means, from assuming that the status quo will not change more in its advantage in the near future.

Opposing Positions

Therefore, Moscow is certain that time is on his side – that Ukraine and its allies are coming close to fatigue. Their reason to agree to terms that does not give them the greatest potential benefit is almost completely absent. There may be numerous efforts to achieve ceasefire, but they will persist as long as Russia's leader remains highly assured in the conclusion.

On the contrary, Ukrainian leadership believes that Ukraine can still hold out, slowly losing civilians and areas but averting a complete military breakdown until situations evolve in its benefit.

Existing Situation

Realistically, there are no actual prerequisites for a ceasefire. Now, individual motivations are becoming relevant: leadership ambitions to negotiate peace and achieve global acclaim, and the government's double obstacles – on one hand, not to distance important partners, and on the other, to unite the population around the flag against any plan Kyiv finds unacceptable, so that their focus does not move to internal issues. And although their objective will now be much harder after recent developments, it remains highly unlikely that this will modify their basic position.

These opposing factors are guiding negotiations.

Conclusion and Outlook

It took a mere seven days to terminate the proposed articles of the latest plan. Assertive and inconsistent approach of the matter by American leadership, opposition by Ukraine and the rest of Europe, along with calming attempts of diplomats, and finally, current information leaks, all did their job.

While new proposals based on established approaches are forthcoming, Kyiv, London and other Western governments should draw one fundamental conclusion: Ukraine and Europe will only be able to fend off diplomatic offensives from Washington that are rooted in Kremlin requirements and show certain reluctance to modify developments, if they remain united and strengthen their defence capabilities at a much faster pace. If they do, no combination of diplomatic or military actions will be able to break them. In the meantime, Ukraine's capability to counter nocturnal attacks will, for the coming months, largely rely on sustained allied backing.
